Challenges Persist for Humanitarian Assistance in Northern Gaza Despite Ceasefire
While the access route with Egypt starts functioning in the coming days, relief agencies face substantial challenges distributing assistance to Gaza City, the territory most severely affected by starvation, specialists report.
Access Issues
Primary highways are virtually unusable due to massive destruction across the war-torn region – or remain controlled by Israeli forces. Any vehicle that stops working is almost certainly immediately stripped.
The main entry point, the main entry point to the north, devastated by 24 months of fighting, has been closed for multiple weeks, and government representatives have informed aid groups in Gaza that there are no short-term arrangements to activate the entry location, per reports from humanitarian staff.
Damage in Northern Territories
The main city was the objective of a significant armed campaign begun in August that was ongoing when the peace agreement was finalized last week.
Damage in the northern region has been massive, with whole settlements including Beit Lahiya and adjacent communities in devastated as well as many of the surrounding regions of the urban center.
"Any opening of a crossing into Gaza is positive, but we need to make sure we can reach people where they are," stated a senior director from a relief agency.
Aid Situation
Observers said many of the roughly 300,000 people who have gone back to the northern area from the densely populated southern area where they had been sheltering during the military operations were now "camping" among the ruins of their homes, often without any housing and with limited nutrition or hydration.
A representative from a UN agency said the damage in the northern territories was "devastating".
"We see block after block, building after building ... there is extreme need for clean water. The situation is dire. We must have each access route open," the spokesperson, who was in Gaza City in recent days, added.
Restricted Distribution
A community leader working from the northern city said the requirements in what used to be the territory's active economic and social center were "overwhelming".
"There is hope and faith but there needs to be immediate enhancement on the border points. There has been no major improvement on the situation yet," the official said.
"We continue to receive a small quantity of aid [and] we are just beginning to comprehend the level of devastation. Numerous roads are just full of rubble ... there is scarcely a building that is safe. There is damage and live explosives throughout the area."
Ongoing Changes
On Saturday, relief groups said limited amounts of essential fuel entered Gaza for the first instance in multiple months, along with deliveries of flour, grains and farm products. The additional resources sent market costs decreasing.
At a mid-region location, a local resident said there had been some improvement since the ceasefire.
"The markets are containing products, fresh goods, and produce, although the rates are still high and not affordable for the entire population," the resident said.
Winter Requirements
"The primary requirements at present, specifically due to the approach of colder weather, are to have a temporary housing to protect us from the cold and warm garments because the shops do not have enough clothes for us or, if they exist, they are extremely limited and extremely pricey."
Nine organization-assisted bakeries in various locations have begun working again since the ceasefire.
Support Distribution
Trucks were reported to have entered the humanitarian corridor from Israel to Gaza during the week, though precise counts were unknown.
Israel's media outlet stated that the day's aid deliveries would include nutritional supplies, healthcare equipment, fuel, fuel for cooking and equipment to fix crucial facilities.
"Relief supplies keeps coming into the Gaza territory through the Kerem Shalom crossing and other crossings after Israeli security inspection," an military representative commented.
Allocation Problems
But monitoring the quantity of vehicles could be misleading, cautioned an expert from a humanitarian organization. "It's crucial to understand the materials within the trucks and how full they are for it to be a truly significant measurement," the expert stated.
Commercial operators are dispatching fleets of transports carrying confectionery, carbonated beverages and treats, which have little nutritional value, while critical care for young people or individuals who have lacked sufficient nutrition for two years are scarce.
Medical Status
In Gaza City, only few nutritional outpatient clinics are working, compared with 45 in July.
Various groups have significant funding of humanitarian goods stockpiled near the territory pending distribution. A UN agency supporting Palestinians across the territory for many years has extended provisions of food for everyone in Gaza ready to be delivered.
"We have the resources, the instruments and the skills ... we simply must have the access," said a humanitarian staff member, who recently came back from Gaza.
Political Considerations
A proposed plan specifies that "full" aid should be delivered to Gaza and be provided through international organizations and the Red Crescent, without disruption from both military groups or state authorities.
This likely prohibits the controversial Israel-backed aid group which began operations in earlier this year, leading to chaotic scenes and numerous casualties as large groups of people gathered around its aid locations.
